Summary: The purpose of the research presented in the monograph was to deepen the scientific foundations and study the practical tools of smart regional development strategy in the EU countries, to outline potential directions for the implementation of the best examples of European practice in Ukrainian realities. The monograph substantiates the theoretical and methodological approach to strategizing regional development on the basis of smart specialization; the main drivers of the implementation of the smart specialization strategy at the regional level were identified, as well as the barriers that hold back the process in Ukraine. A methodical approach to the analysis of regional development factors has been developed, which enables the construction of effective smart strategies that take into account the specifics of regional development and local competitive advantages, as well as being characterized by dynamism, flexibility and inclusiveness. An author's approach to the identification of regions by type of economic specialization (industrial, agrarian, commercial, variable and diversified) has been developed, taking into account the structure of gross added value formed over a certain period. The system of measures and tools for increasing the effectiveness of regional development strategizing in Ukraine on the basis of smart specialization has gained further development, in particular in the part of justifying a differentiated approach to the development of mechanisms for coordinating state regional and local policies with sectoral policies, coordination of tools for stimulating regional development in the form of state support programs for functional types of territories; proposals for improving the system of monitoring and evaluating the implementation of the state regional policy in the context of the goals and measures for evaluating the implementation of the State Strategy for Regional Development for 2021—2027.
