1. The Scientific and Publishing Council (SPC) of the National Academy of Sciences of Ukraine is a scientific and organizational body under the Presidium of NAS of Ukraine, which provides general management of the National Academy of Sciences of Ukraine publishing activities.
In its work, the SPC of NAS of Ukraine is guided by the current legislation, the Statute of NAS of Ukraine, this Regulation, as well as decisions of the General Assembly and the Presidium of NAS of Ukraine.
The activities of the SPC of NAS of Ukraine are built on a public basis with the involvement of a wide range of scientists and specialists and are aimed at comprehensive coverage and popularization of the results of scientific research of NAS of Ukraine in printed publications and other media.
2. The tasks of the SPC of NAS of Ukraine are:
- coordination of the publishing activities of NAS of Ukraine and assistance in the publication of monographs, scientific works collections, and scientific journals, which reflect the achievements and prospects of scientific development in Ukraine;
- ensuring a high scientific level of NAS of Ukraine publications together with departments of sciences and their institutions, eliminating parallelism and duplication, and increasing the international rating of academic publications;
- assisting the promotion of science and technology achievements and the spreading of scientific knowledge, the distribution of printed publications of NAS of Ukraine in particular;
- methodical and economic support of the publishing activity of scientific institutions;
- research and analytical work in the field of publishing activity of NAS of Ukraine.
3. To carry out these tasks, the SPC of NAS of Ukraine does the following:
3.1. Approves publication plans and editorial boards’ staff of multi-volume publications, special series of academic literature (belles-lettres classics’ works collections, popular science, etc.).
3.2. Performs general management of the publishing house “Naukova Dumka” of NAS of Ukraine, the publishing house “Akademperiodyka” of NAS of Ukraine, and bookstores.
3.3. Considers the issue of interrelations between scientific institutions and publishing houses of NAS of Ukraine.
3.4. Monitors compliance with the requirements of normative documents regulating departmental publications of scientific institutions of NAS of Ukraine, and assigns ISBN index to these publications.
3.5. Performs methodical support for the activities of journals and anthologies both directly and through the branches of NAS of Ukraine.
3.6. Considers and submits to the Presidium of NAS of Ukraine proposals for the creation of new and reorganization of existing periodicals of NAS of Ukraine. Submits for approval to the Presidium of NAS of Ukraine the proposals agreed with the departments regarding the editors in chief of NAS of Ukraine periodicals.
3.7. Prepares and submits to the Presidium of NAS of Ukraine proposals for financing the publishing activities of institutions of NAS of Ukraine.
3.8. Learn and summarizes world experience in organizing the publication of scientific journals and other publications.
3.9. Takes part in the development of legislative acts related to the publishing industry in Ukraine.
4. The composition of the SPC of NAS of Ukraine includes: the head, the deputy head, academicians — branches’ secretaries of the NAS of Ukraine, the head of the scientific and organizational department of the Presidium of the NAS of Ukraine, the academic secretary of the SPC of the NAS of Ukraine, the director of the “Naukova Dumka” publishing house of the NAS of Ukraine, the director of the “Akademperiodyka” Publishing House and leading scientists.
Decisions of the SPC of the NAS of Ukraine are made at its meetings and formalized in relevant resolutions. The documentation of the SPC of the NAS of Ukraine is signed by the head of the SPC and the academic secretary of the SPC of the NAS of Ukraine.
5. Organizational support of the work of the Scientific and Publishing Council of NAS of Ukraine is carried out by the Scientific and Organizational Department of the NAS of Ukraine Presidium.
