Summary: On the basis of the analysis of world and national experience, the new concept of the Red Book of Ukraine is substantiated, taking into account international, national and regional approaches and assessment of the degree of threat to species subject to protection. An analysis of the current legislation of Ukraine and substantiated specific proposals for changes in the relevant laws were made. Reasoned proposals for improving the criteria for the selection of species for further clarification of the list of taxa of the Red Book of Ukraine and the methodology for monitoring populations of species included in the Red Book of Ukraine. A grid map was prepared based on the sample of the map used for mapping the flora of Central Europe (equilateral raster grid), the coding of grid squares was extrapolated to the territory of Ukraine. Reasoned proposals for the formation of a database on the distribution and state of populations of plant species included in the Red Book. Lists critical to the degree of study of the taxonomic status, state of populations, and ecological and coenotic features of vascular plant species included in the Red Book of Ukraine are given.
