Summary: The monograph highlights the theoretical and methodological provisions of the new theory of causality of migration, its regulation and socio-economic consequences. A fundamentally new methodological approach to monitoring the environment for the development of migration processes has been developed, which involves a comprehensive assessment of the elasticity of migration intensity relative to changes in the parameters of the environment of migration activity of the population as an integral quantitative and qualitative characteristic of push-pull factors. A scientific and methodological approach to assessing the causal relationships of economic growth and migration processes in the projection of two flows – human resources and migration transfers – has been developed. A complementary analysis of the impact of migration on the socio-economic development and economic security of the state was carried out, optimal and critical volumes of migration processes were determined, as well as migration gaps in the development of the economic system and the social sphere depending on the levels of migration activity of the population and the effectiveness of using the potential of migration transfers in the system of development of the national economy. The concept of state regulation of business migration with the identification of systemic threats (migration of capital, finance, employment), critical transformations and economic consequences, which made it possible to develop fundamentally new tools of state policy for managing migration processes, is substantiated.
