Summary: The proposed monographic study is an attempt to comprehend certain problematic aspects of legal regulation both in theoretical and in practical dimensions. Without pretending to be exhaus tive of the proposed provisions and understanding their discussion, the essence of legal regulation as a phenomenon and the factors that determine it were clarified in the process of the study; analysis of certain aspects of legal reform as an instrument of legal regulation, its social and sociological dimensions; the legal certainty and the actual content of law in the aspect of its application are characterized; the statement about the development of legislation as the basis of effective legal regulation is substantiated; the role of civil society as a public subject of legal regulation and control over the activities of public authorities has been clarified, peculiarities of legal development under martial law have been determined, etc.
