Summary: In Ukraine, the issues of the program-targeted approach to the management of budget expenditures are insufficiently presented in scientific studies and publications. In this regard, it is important to identify a model of the program target management system, which can potentially become a positive factor in the comprehensive solution of problems related to state programs at the regional level. In this context, it is necessary to analyze the peculiarities of the formation and implementation of local budgets and to provide an assessment of the practice of horizontal movement of cash flows within local budgets, as well as to propose a model of the system of programmatic – target management, which is potentially able to become a comprehensive solution to problems related to the financial sources of human development. The presented study investigates the functioning of the financial system of territorial communities under the weight of external pressure caused by military actions. In order to provide stability to the financing of local budgets, it is proposed to use the potential of the program-target mechanism, which in today’s difficult conditions requires additional development. An analysis of the provision of housing to the population at the national scale and in individual regions was carried out, taking into account the methodological features of assessing housing affordability indicators. The justification of the mechanism of housing affordability, which is acceptable for modern conditions, based on the principle of rent, was carried out. In the conditions of modern Ukrainian realities, the issues of housing programs taking into account state benefits are gaining priority. Given the potential of previous studies, they should be considered as an element of the state housing policy, with the role of each program determined depending on the general economic situation and the population’s housing needs.
