Summary: The monograph is dedicated to a comprehensive study of the institutional capacity of the state and local government bodies in Ukraine. The study, based on the use of numerous indices and indicators, analysis of legislation, sociological survey data, and statistical information, analyzes the quality of the performance of state bodies' functions, which constitutes the institutional capacity of the state. The dynamics of changes in die institutional capacity of government bodies in Ukraine are analyzed, as well as their determination by socio-economic and socio-political processes, particularly Russian military aggression. The monograph examines the outcomes of central government reform and decentralization reform, detennining their impact on enhancing die institutional capacity and resilience of the state.
