The Second National Communication was created under guidance of the Ministry of Environmental Protection of Ukraine with the assistance of several ministries, departments, institutions and organizations. The primary task of the Government of Ukraine is to create and implement the national policy aimed at fulfillment of Ukrainian obligations within the framework of the UNFCCC and Kyoto Protocol thereto. The Second National Communication includes information characterizing peculiarities of the social and economic situation in Ukraine related to combating global climate change as well information on greenhouse gas emissions and measures undertaken to curtail
